IPPN and Monaghan Education Centre Partnership in OLCS Rollout to 2200 Primary Schools

The Department of Education and Science has developed an Online Claim system referred to as OLCS to enable schools to claim payments for substitute teachers and special need assistants and input their absences online.

The paper system used by schools has been replaced by the web based system which enables Primary schools to input the claims and absences online using a PC in the school.

The OLCS offers a number of advantages over the old paper system. Some of the advantages are as follows:

  • There will be a reduction in the overall level of administration in submitting claims.
  • Less details for schools to complete once casual/non casual (substitute) teacher is on the system.
  • Leave types are shown on system.
  • Less time to complete details of absences.
  • Flexible inputting times.
  • Elimination of postal problems.

The implementation of the new system was progressed on a partnership basis and a committee comprising representatives of the DES, IPPN, INTO and Management Bodies, in overseeing the project.

The system was rolled out to primary schools in five phases. Phases 1 and 2, co-ordinated by INTO, were completed in the school year 2006 – 2007 and resulted in training eleven hundred schools .

The training for Phases 3, 4 and 5 were administered by the IPPN. IPPN Co-ordinator Mr. Gerry Murphy used MEC as the centre of operations for Phases 3, 4 and 5. MEC provided the administrative and clerical support for the IPPN_OLCS delivery and this partnership resulted in the successful training of 2200 primary schools in the use of ESINET (Education Services Interactive Network) – the Department of Education and Science On-Line Claims System. The project ended ahead of schedule at the end of February 2008 and Gerry Murphy bases this success on the synergy created by the IPPN MEC collaboration. “Monaghan Educatin Centre, is a magnificient resource for teachers and the education community in general and Jimmy Mc Geough, the Centre’s dynamic director, is putting Monaghan at the epicentre of things educational on the island of Ireland. IPPN owes Jimmy and his staff a high debt of gratitude for the services and supports provided during the OLCS delivery to schools from Malin Head to Mizen Head and all points in between”.
